I'm not sure what degree the trade window is accessible to UI developers but if possible having a "Warning, 1 sided trade!" dialog popup asking for confirmation for trading when the other party offers nothing might help. I guess they could drop in junk or less gold.
A more sophisticated version could possibly worked into things like Master Merchant, Tamriel trade center, etc to warn if the combined items you're trading is less than x% of the combined market value. Again not perfect but would help with a sanity check.

For the OP.............it's not the best revenge, but I did manage to troll this guy, or someone else trying the same scam.

Someone contacted me about an attunable BS station I had for sale in the guild store with the same offer as the OP. I told them "Sure, I can do that, but you'll have to wait for me to get done with my pledge".....then I never got back to him. If he contacts me again I will do the same again. It's not the best revenge, but it's something.

Excuse me, I'm going to be pretty direct : that's rather silly. You don't know if that person is THE scammer, you don't know if it is A scammer. It could also be me or anyone genuinely looking to buy an attunable crafting station.

PSA water is wet, OP accepted a trade where the other person did not place anything in exchange

Now asks everyone to look what they are trading for...

This repeated twice (I thought the trade system was glitching as it has in the past) and then I submitted before they put in the gold and they ran off with the item. They then immediately ignored me so I couldn't whisper them and haven't been heard from since.
I bolded something for you - your own answer to your own issue.

I don't say you weren't scammed. I say there's only 1 person being the reason that this was allowed to happen and it's not the scammer guy.

You should prob read the text preceding the part you bolded.

This is the same mechanic quick change artists use on young retail cashiers, repeating small amount to make you get used to a pattern then hitting you with a big one you won't notice banking on your impatience netting them a windfall.

The real PSA here is that face to face trades with people you don't know should be avoided.

I perfectly know what I should. OP noticed the scammer changing things for a few times and even though the red light should be there ringing loudly - he still proceeded with the trade. Again the bolded text is I-was-scammed-at-my-own-demand scenario.

Be patient. Read. Think. Think twice. Then click. Simple safety rules for simple people. :)

If you do not trust the person you are trading with (i.e. he/she is not someone you have good relations with), then put your items in the list and then wait for their items. Literally wait like 10 seconds before taking any action after that, scammers wait for you to make a mistake.

Another reasonable way to tell whether someone is looking to scam is to ask whether they will take a COD, if they agree then they are probably genuinely interested in getting the item fairly, so an in person trade is less risky.

    What's a CoD ?

Had one of my friends/guildmates contacted by someone in game saying they wanted to buy the item they had listed in a guild store at a higher price than was listed but didn't want the 10% to go to the guild. That immediately raised a red flag. If someone offers to buy and item from you that you have listed in the store at a higher price than you listed it, either turn them down or send it to them via in-game mail with COD. Easiest way to not get scammed. They can't claim the item from the mail unless they send the gold.

Cash on delivery is a bad idea. ONLY use that with trusted friends. I think the mail can sit for up to 30 days before auto-returning (unless it's been shortened?). Regardless, you send me something, I don't have the cash or change my mind, it'll sit in limbo for awhile.

@AdicusDio 3 days. It autoreturns in 3 days, returning all items, and refunding all fees. It's been that way for at least 2 years now, if not since the beginning.

Regular mail (Non-COD) with attachments will autoreturn in 30 days. COD, always three. (It even rhymes)

Now if yo let it sit there another 30, the items go away, but clearly there is not justifiable reason for that to happen.

There is no timed countdown on accepting a face to face transaction, no timer that says "This will autoaccept in 15 seconds. Would you like to decline?"

Take your time, pay attention and this can't happen. The game is already set up to prevent it and has been for some time.

Just because you don't like the way something is doesn't necessarily make it wrong...

    Earn it.

IRL'ing for a while for assorted reasons, in forum, and in game.

I have to say I find it insanely amusing that when ZOS catches wind of an exploit being used, and some of those players unknowingly being affected, ZOS loses their minds and 300 people get banned for 3 days. But then people get screwed by other players, and ZOS basically says, "We can't do anything about it. Maybe you should be more careful next time."

Cause you can still sham a CoD, by not paying for it and the Coder can't get the item back till 3 days later
