It's like...seriously...people,can't go through life without stealing virtual gold that someone else worked for...so utterly lame, the scammers. Effing morons.
Oftentimes, if you complain enough ZOS will assist. At least, they used to. I've seen posts where people report them helping with stuff like this. It might take being a squeaky wheel. Any game footage or screen shots help.
At the risk of causing more scamming, this is what's happening. The scammer is loading the cash into the transaction. You load your goods. They then know you're about to accept, and they try to time removing their gold and clicking okay to line up a nanosecond before your transaction accept.
If you sell to people you don't know, here's the easy fix...wait to a count of three to accept the deal. Everyone's goods loaded...okay...one one thousand, two one thousand, three one thousand. If on their window the gold goes flying out, they thought you'd accept right away and they're trying to time it to scam you. Tell them to go screw a skeever, don't trade, and report their account. If they're honest and ask why you're so slow, tell them it's a 420 sort of day, and complete the transaction.

I don't understand how it works either, but there are videos of people doing it and I've had people attempt to do it twice during trades. Thankfully they were shite at doing it so just cancelled the whole thing. Typed a message in zone chat that player 'X' was some spoilt little child trying to get gold for housing all because s/he couldn't take being told no from mummy and daddy, so resorted to stealing from others instead. Then moved on with my life.

This gives the seller/buyer a window to review what had been changed.
They added that feature to combat this exact shady process.
It worked very well to combat that type of trade scam.
I suggest looking into it.
