Idea - Reworking the 2H class to be more viable in PvE, and more balanced in PvP
I think the only thing that will ever bring two handed into balance is making it high risk, high reward it was made as the heavy armor DPS weapon a 1.5 second cast time for Upper Cut and a Cleve that deals more time the longer it's down.
If you made two handed work better with tank build then with a DPS set it it would fix a lot with the weapon including buffing Bow to make it possible to main hand a Bow.

But I agree, removing Crit Charge and even Shield Charge is terrible idea. Don't try to find problems where they aren't. Players always call them cheap gap-closers but in non-CP environment they are one of the most costy skills you use and will drain your stamina quickly if you are forced to use them more than once.
Uppercut needs rework, I agree with OP. Cleave needs rework, I agree with Op. Berserker strikes needs to be tuned down a little IMO. Maybe some passives need some love but everything other is fine.
All classes have some form of gap closer. Some are more situational than others. Sorc is free fire Bolt escape. DK is pulling the target to you or the leap. NB is ambush. Temp is spear charge. Warden is the inverse of NB with natures grasp.
Anyway, my stance has changed slightly, I'd keep shield charge in Sword and Board (so stams have a stam charge), but still remove crit charge from the 2H tree.
Add in the thrust ability.
Cleave the same as mentioned.
Uppercut => Riposte: reverse the damage order, moderate damage swing first with a momentum carrying uppercut at the end of the downward arc.
