I'm a twink in Blackwater Blade-now-Kyne so I can give some insight. Admittedly, I'm tired of grinding new characters and grinding so I'm moving to play vet - although I find the average player there much less capable than the fairly small community of regulars you see in the non-vet campaign.
I started playing non-vet because I really enjoyed that it was a campaign where I felt I could first experience PvP without getting totally destroyed, then I realized I was getting a lot more adept and I started a guild with a friend to teach new players how to do small scale. At least on PC/NA we've taught a healthy respect for wedding dresses when EP/DC spot them.
Nonvet is a really cool community of people and it's a weird theorycraft opportunity. In nonvet you don't have the experience to have multiple iconic abilities - say, magplars rarely are able to morph channeled focus and radiant destruction so that it forces them to choose defense and sustain vs offensive pressure. The same is especially true with Nbs where they need to pick between grim focus morphs, shades, and sap at the end of their skill lines. In nonvet we never have had a problem with ball groups or destro ult zergs.
Gear-wise there's been a trend after OT that people are farming overland gear. Personally, I haven't really participated because I'm too lazy and crafted sets are fine by me. The only change I made was to run 3x willpower/agility because I did all my grinding up for characters in imperial city to get Fighters Guild XP and got a lot of vault keys doing that so that I could have arcane/robust sets at 34, 40, 46 to match the gear I had crafted in those levels. And because we use a lot of crafted gear you don't get a lot of those situations where your proc sets do the killing for you or you crutch off of degenerate malubeth heals, etc. Nonvet is a great place to learn actual fight mechanics and CP-free resource management. When I've gone into vet I've felt gross about what my gear allows me to do.
There are definitely other things I enjoy like how NPCs are a challenge without CP, but I feel like it's the community that really makes it and that's why PC/NA has a 260 something page thread that's still alive.
All that said, I decided that I'm taking a stamina and a magicka warden through the campaign. I've been emperor on ten different characters, but I don't think I care too much about doing this on a warden although I feel like I've got some really fun build plans if I did. I'll miss the community, but I sure as heck won't miss the grinding, the lorebooking (I think it's silly to get anything last entropy unless you intend to crown that character), and the slowpoke horses.
And I should mention that if anyone is interested in nonvet PvP and wants some help with builds to shoot me a message and I would be happy to help out. I don't really keep my builds secret and I'm always curious how new things would test.
Let me say two sets that are gonna be OP now that Morrowind has dropped are Tava's Favor and Shacklebreaker!
