I heard that we are suppose to transistion in 'theory' to pvp or pve without many changes. Then I ask myself is Siphoner the "pvp" only skill or champion point passive able or is there some reasons to use it in pve?

Only if you duel in between dungeons. But even then, there are better stars to spend your CP than Siphoner - which is by the way also completely useless in larger PvP as it gets constantly overwritten by people who have like 1% in there and light attack your target.

Well - mobs and bosses don't have regen. So yes, it's not really useful in PvE.

This node needs something for pve users to want it. Ridiculous imo.

The Expert Defender CP in the Warrior/the Lord is also useless in PvE, only works against players. The light and heavy attacks of mobs usually have other names, like quick strike and other, and even their heavy attack that are called that didn't work. Tested it many times. So that's 2 useless CP trees in PvE.

You are so right . . . replace it with a CP that will give more gold on drops or something lol

Yes.. not so useful for PvE. Adds/mob/bosses rarely regen for it to be effective. Imagine a 1.8 mil hp or higher boss with the ability to regen its health and resources as we can with our toons. Ha ha. I remember a couple times when that happened, but it was definitely a fluke. You would bring the boss's hp down to around 93 or 94%, but then then it keeps regen to full health every time. You're like, "Seriously.." :s

Whoever told you that has misinterpreted what the devs stated.

The devs stated they do not want players to have to learn combat all over again when going from PvE to PvE or reverse. It is really a misconception the devs have that the combat is somehow similar, but whatever.

That has nothing to do with some changes since it is obvious inpen is more useful in most PvP builds where divines is still best for dps in PvE. Same with some of the CP spots, some are usful in PvP and not so much in PvE.

You sure that was not it healing itself? Cause regen and healing is completely different. And the biggest part of that is also that mobs don't have magicka and stamina regen.
