I say just give us our transmog like almost all of the current mmos do and let's be over this...

Yeah, but ZOS doesn't list these limitations for the feature. It's incredibly misleading. I mean, not that a feature would be appealing if they outright said "It doesn't work on 90% of the gear you'll actually want."Well, the problem is that, yeah, you can convert all of the basic "No Set" dropped gear, you can convert some crafted sets. And that is where they can say "MOST", because the vast majority of gear that we loot (and sell) is vendor bait. It is absolutely worthless.

Have they ever said why dropped sets can't be converted?
If they add a transmog system to the game that's gonna be an extra 100 bucks and it will be a crown store exclusive.

Sadly i think you are right, ZoS missed the boat on Transmog by making Imperial Conversion and now Morag Tong and in effect charging for it as locking it inside premium content purchases, even though in realistic terms it is a muted transmog system and is restricted in styles, but which ever way you look at it it is transmog.
Its too late to offer a full transmog application to 9 trait master crafters as a reward for sticking it out (its my firm belief that should have been in since day one). The only way i could see a Transmog system now being implemented would either be purchased via writ vouchers (lets face it theres not really a lot you can do with writ vouchers at the moment) or as a rare drop (either like psijic recipe fragments, or as a full blown Transmog "recipe" from material collection/refinement, definatly not as rare as a Cipher drop though and it should be tradeable. I'm sure there are other ways it could be done but those are just my ideas of how it could be done.

Emphasis mine. There's no listed limitations anywhere on their site to how the convertor works, yet they're saying it may not even work on all player crafted sets. Almost no dropped sets can be converted. This is frustrating, and I feel like it's a misleading feature because it doesn't say anywhere "with some exceptions". It just says that you can.
