Staff heavy attack scaling

Is there anyone that confirm for me if heavy attacks with staves scale from purely spell damage or both spell damage and max magic?

✭Both, but the scaling is heavily weighted toward spell damage. Staff damage is only increased at a 1:40 ratio instead of the usual 1:10.5 ratio.2
