Staff heavy attack scaling

Is there anyone that confirm for me if heavy attacks with staves scale from purely spell damage or both spell damage and max magic?

Both, but the scaling is heavily weighted toward spell damage. Staff damage is only increased at a 1:40 ratio instead of the usual 1:10.5 ratio.
