
I would just like to come forward as a witness to a terrible act. Rasheh, working at the stables in Leki's Blade has been observed several times grabbing a shovel and throwing an impressive amount of sand in the face of one of the horses at the stable. The poor horse is apparently so accustomed to the act that they no longer even react. Certainly there must be some kind of law in place in Redguard society to prevent such terrible treatment of the poor creature.
Cecil (as I have decided to name him due to the neglectful owners at the stable refusing to give him a name) deserves better. He deserves a bright future. Not a face full of sand.

Since horses don't roll in game, The dirt must be applied to the horse. Via the hand and or shovel. The sand acts like a secondary protective covering on the horse. This secondary protective covering dries of sweat and also drives of bugs. Including on face. For example horse fly's.
Thus the npc in question, deeply loves her horse so much, to also want horse to live a long and wonderful life (until servers shut down) Without those pesty flies to. Thus I don't believe it's animal cruelty unless npc in question starts doing mean stuff. But in reality I believe that the NPC in question has a really strong bond with horse.
PS: I to also have a horse, whom rolls in dirt. Beautiful paint 15 hands high. Majestic creatures they are. Nice thread OP also.
