I agree with removing the proc sets from battlegrounds. Everything seems to be fair game. Poisons incuded. Poisons will force people into sustain sets instead of straight damage sets. Also forces people to get into retreat mode. Line of sight, team work, well timed cc and burst, and positioning are things that require skill regardless of getting hit by resource poisons. 1900 regen for your main state is a figure that will be practically required. You can't combat RNG easily (aka proc sets). But the resource management while still being able to put out get damage is VERY doable.

I agree with the OP, but I still like battlegrounds. They just need to refine the match making a bit more and it needs to not take until the next DLC release to do it.

Isn't it a pretty big assumption that they can get a Queue that actually works at a basic level, just putting together any 4 people, let alone trying to layer in algorithms such as KDR to try to balance teams?

BGs has more than "an issue" wrong with it.
So far:

Proc Sets
noCP
Matchmaking
Queue Inconsistency
Lacking Rewards
Lacking Features (such as the GvG @NBrookus mentioned)
have been listed. BGs are a mess and those on the PTS knew it was - i never even played on the PTS and I knew it was because i actually PvP and see this crap first hand.
I look at that thread i created with disgust at those that turned a blind eye simply because they wanted a small scale League of Legends SO bad that they basically allowed this to happen. Had people citing the NDA just to prohibit awareness. SHAME.

It seemed to be working that way even on the PTS. First day of closed beta there were a lot of people queuing for BG and most of the matches were 4v4v4, and teams were a bit more even, for example one or two beginners paired with one or two strong players (very high KDR) on each team. I would hope that with lots more beginners queued there will be more beginners on all three teams.
Whenever the population dropped low on PTS you would see much longer queues, often resulting in matches without full teams and more lopsided matches. Eventually the population was so low on PTS that sometimes BG could not function at all. Queues would last an hour and then if one of the teams dropped below 2 players during the match, it would instantly kick everyone out with a loading screen.

Yup
Proc sets are OK with the current CP changes, but in No-CP without the mitigations they just straight up broken. The change to resource management combined with the absence of CP mitigations make "free damage" from proc sets like Viper, Tremorscale, etc just not only BIS, but way overtuned.
Poisons just add insult to injury and in No-CP with Morrowind is the equivalent of killing a fly with a nuke.
