Morrowind locked on PTS?

When I tried to logged into PTS to access Morrowind and collect some data for my addon, it says its locked and I need to enter a code to access it T_T?

    Unless you pre-ordered Morrowind from the Store or unlocked it if from a third party dealer, the PTS is locked down for Morrowind.
    Enjoy the game, life is what you really want to be worried about.

    Only if you own it.
