That's correct, even if you don't go to the area it's entire contents are stored with the game files.

I thought people were still pretending it was an expansion. If it is an expansion, then there should be a base patch and a separate expansion patch, hence the reason for having an CD, physical release etc.
DLC is automatically downloaded when the game updates. But this time, when this happens, its because its not DLC. LOL.
