PvE Example:
vHRC - Warrior fight. When he does Shehai Storm all 12 players are allowed to hold block to mitigate the incoming damage, but still be able to activate shields, BoL, Springs, etc.
PvP example:
Templar holding block while being bombarded by 5 players, but still mashing BoL. Templar is able to reduce incoming damage, prevent crowd control effects, and stay alive.
Kinda op eh?
Block Casting is another reason Magicka have a leg up on Stamina, too. Stamina has a much harder time block casting due to most of the attacks, and the risk of running lower on that ever needed Stamina pool.
