Werewolf heavy attack stamina return very low

On pts, a 2h heavy attack returns around 3k stamina (with 5 heavy armor)
Meanwhile, werewolf heavy attack with the +100% return passive and 5 hvy armor also returns around 3k stamina.
Cast times are nearly the same.
Doesn't that seem abit low (the werewolf heavy return)

Lughlongarm✭✭✭✭✭I Think it's the same on live(WW with passive, restores the same amount +- as 2H).It needs a buff for sure, WW will have very hard time sustaining in Morrowind.1

Dreyloch✭✭✭✭✭I want to add the heavy attack seems like it takes 1.5 to 2 times longer than with any type of weapon. It really isn't strong enough to warrant that. Maybe' it's the animation? But When I use the form on a toon, almost never use the heavy attack."The fear of Death, is often worse than death itself"2 -
rimmidimdim✭✭✭Yes the heavy attack need more return on resources. However the reason the heavy attack when in werewolf is slow, is that after a heavy attack, light attack speed is increased quite a bit for 3 seconds. Maybe 5 seconds. Not sure exactly but that is the case I think.0 -
