For what it's worth, the system was originally envisioned when the game had a much more traditional MMO leveling structure. You had low level zones, intended for players from 1-16, one for high end players, 46-50, zones aimed at post 50 characters.

At that point, if you were playing as an enforcer, and fighting a level 4... they'd be hosed. Just utterly hosed. Now? That would be much less of an issue. So, if this is coming back, ZOS hasn't said anything. But the inherent power discrepancies, which could have lead to abuse, are now gone (mostly), so the current state of the game might take this much better than it would have back in 2015.

You have a very good point there. A possible solution for that it would be the "tabard" of the enforcer or whatever uniform you will have to wear in order to become a sheriff of a town (it would be great to have a lore-quest for that and not a simple uniform etc.) it would give you the stats and the skills of the guards. That means if you are level 50 with end game gear/skills, you will use standard skills that the guards use and your mana/stamina/health it would be the same of the guards. In other words the enforcers will be "living talking" NPCs characters.

That's actually a lot less important now than it used to be. The reason is, low level characters get utterly absurd stat modifiers, which can make them much harder to kill than higher level players. The tradeoff is, they don't usually know what they're doing, so they can't really make use of those stats... On the other hand, when you get experienced players on lowbies, stuff can get really screwy.

All mounts share same stats on that same character now, so no need to level each individual mount anymore, just all skins now.

So, my Gold Edition Horse after the upgrades will be the same as the 42.700 gold? That sounds great way to save some more money on the long run...

Yeah, I still haven't gotten around to unlocking the gold horses. Three years in, with over 2.5m in the bank.
