You have a very good point there. A possible solution for that it would be the "tabard" of the enforcer or whatever uniform you will have to wear in order to become a sheriff of a town (it would be great to have a lore-quest for that and not a simple uniform etc.) it would give you the stats and the skills of the guards. That means if you are level 50 with end game gear/skills, you will use standard skills that the guards use and your mana/stamina/health it would be the same of the guards. In other words the enforcers will be "living talking" NPCs characters.
