What is the best place to 'harvest' stolen goods?

The Daggerfall main docks have always been rather good to me.

Yeah, daggerfall docks are good. Ships in harbor often are full of lightly guarded stealable stuff... with the crew on shore leave and all that I guess.

Also, the maormer embassy in kendarthis roost post-completion is empty of witnesses, but still has a few stealable containers.

Big Inns are often good places to go to. Most of them are lightly frequented enough that a bit of timing (or a well done assassination) can get you lots of stealing.
Same for some of the larger guildhalls (except there assassination is more iffy due to many of the potential witnesses being unkillable vendors).

And if you care not about bounty, only about guards... there is a certain place of ill repute in reapers march where they threw out the guards. And thus end up somewhat... ill-prepared if faces with a hardened criminal player character...

The Daggerfall docks is my favourite just because there's lots of unguarded containers which makes it quick.

Other than that castles tend to be good places, and inns.

Step 1.) Travel to Rawl'kha in Reapers March.

Step 2.) Enter the Waxing Crescent Inn.

    Step 3.) Head upstairs.

Step 4.) Use your Blade of Woe and murder the two NPCs that you find there. It's preemptive, because snitches get stitches. If you don't have the Blade of Woe, then head to Gold Coast and acquire this ASAP.

Step 5.) Poke around through all of the containers on the 2nd floor and steal anything that is green or higher quality. Sell all green, blue, and the occasional purple treasure to the Fence located in the nearby Outlaws Refuge. Launder any Furniture Recipes, Food Recipes, and Style Motifs that you find, and sell them in Zone Chat or on ESOBay.

    Step 6.) Profit!

Any good thief worth their skill will be able to pick up 'questionable' goods from the most unlikeliest of places... ;) That being said, I've found the homes in and around Daggerfall to be quite... Profitable. That os if you don't mind shedding a bit of blood occasionally...

Orsinium is very nice, I tend to do the empty house who is connected to the inn, you also have an almost empty house connected to an bookseller, the palace is also pretty nice, but doing the two empty houses then sell tend to work well enough.
I would rater steal white items too and rater use more alts to steal to get more gold/ hours.
That is until your ledgerman get very high as I understand this will increase drop quality.

If you want to acquire stuff of questionable origin then you you should know that Guards don't like to climb stairs. I've yet to encounter a place (Inn, Guild Hall, etc) where there is a guard on the 2nd floor.

I'm probably going to regret this as giving away my secret usually means billions will show up trying to do the same thing, but in this case, it's okay as I've found an even better spot (which I'm never sharing).

Head to Vulkhel Guard. Start at the Salted Wings Tavern, near the beach. Upstairs is a lootable container. After you exit, just literally walk in a giant circle throughout the area, hitting every building (except Ari-El, which is a quest building and is across from the bank).

Your biggest score will come from the bank itself. Not only the bags and cabinets, but if you leave and head into the door across from the bank exit, there are three more containers to loot. There are also two cabinets on the first floor, near the thrones.

Upstairs has a couple of containers as well, but the ratio is low the baskets will have a green item. I still check anyway.

Two homes you'll have to pick the lock to enter, but they always have a safe box.

Once you're done, go behind Ari-El and enter the refuge to loot. Exit, and repeat. That's right, as soon as you exit and re-enter the cell, the entire area resets.

If you can't leave Vulkhel Guard without 1k+ in stolen goods, don't ever wear the Master Thief title.

To level up ledgeman I would go to the greedy gut in orsinium. Take everything no matter the value most everything thing there can be taken without being seen. After you get maxed then just take greens and up.

The Inn on Bleakrock Isle, post-quest, is similar. Bunch of containers, no people.

If you're at all stealthy (murder-y helps too), the Altmer embassy in Elden Root has lots of containers.

In the Belkarth inn, the guard walks upstairs while patrolling, stands next to a pillar, then walks back down. I've been caught a few times. :(

That said, Belkarth is excellent for thievery - low npc density, chances for line of sight lifts, and a quick escape route down the hill. I do a round when I'm in town for writs.

I actually noticed a guard in the Inns in Sentinal and Belgama on the 2nd floor. Seems like Redguard guards are more inclined to actually guard their areaes. Must have something to do with their names.

I like Belkarth for doing thieving runs on guards, plenty of good escape routes.

For treasures to sell, Davon's Watch piers. There's a ship on the left, with crew, but also has at least 1 thieves trove (maybe 2), and 1 treasure chest spawn down below. The ship on the right is much less manned, and for the most part, you can steal without even crouching, just be careful.

Also, inside the Vulkhel Guard's Guard House at the end of the beach nearest the writ drop-off point, again you can steal any and all with no crouching even necessary. You'll get more common provisioning mats here, but you'll still get treasures, greens & even blues. I did get a purple here once. You'll wanna keep an eye on which barrels you hit too. The ones that are tapped will always give up only leveled white drinks, so you'll wanna hit the ones that are not tapped, for best shots at the treasures.

Almost forgot, Daggerfall Castle has a pretty good number of treasures in its containers as well...also, in the master bedroom upstairs, on the left, there's a treasure chest spawn, that, in my experience, is always a master

I usually just go on pickpocket sprees in Windhelm and Skywatch. I get high bounties and the guards chase me a lot, but I'm used to evading them so much that it's a minor nuisance at best. I end up with having enough blue and green stolen loot for max daily limit within about 30 mins to an hour depending on luck. Whatever the bounty is, it'll be gone by the same time tomorrow.

I usually prefer to minimize bounty gain as much as possible, but if it's an alternate character that you only use for the purpose of justice system gold making; this can work great.
