From my understanding, ZOS don't make those calls but their support (who are potentially and outsourced company) do.

I doubt the support would be this stupid, but then again...
but what if he has done it many time before.?

Well if he's done it many times and been reported many times and still does it many times then.... I'll let you take a guess.

How do you steal xp? I know some players power level but it doesn't take xp away from the other player. Did you take a chest from him? Even so, it's fair game unless it specifically has his name on it. I don't understand how you can steal xp and further how that's a reportable offence.

You must be Khajit, nightblade and must have Thieves Guild DLC.There you have passive skill : steal 50% other player XP. :D
To new players! Yes, this is a Joke! :)

Well, a lot of people have no idea of how the XP works in this game.

They probably think it's something like Black Desert where only one player will get XP from killing a mob.

I read that as 'noob', and laid out the pvp rules, but everyone now gets xp from the hit. You just have to do the most damage to get the 'loot'.

That's why I keep getting the loot. lol. I see one or two players having a hard time with one mob and I just walk up and kill it quickly.

If you mess up farm rotations (best example: riften tigers north of town), players get upset.

When playing an MMO, you're never far from a nutter itching to report someone!

Marge Simpson has a phrase for people like that: "Stupid is, as stupid does."

Isn't that kind of a theme in Forest Gump too?

Does it really work that way? Because I was running around when a small group asked me to join and we had some fun killing Sabre cats, I was lvl 47 then, and they were way further than I was, a CP 250 and a CP600, We just all got loot from the cats. I had expert Clean Pelt collector in a few minutes

This reminds me of me and my bosses favorite quote, "You can't fix stupid!"

I also love it how these type of people think they OWN or can CLAIM a certain area... as if it's a single player game or something. I also believe that ZOS takes action against players who abuse the 'report' feature.

If he was already grinding with a friend, in a duo group, OP being there as a "fifth wheel" effectively robbed them both of about 50% of experience.

    1 person attacking monster -> 100% exp
2 people attacking monster in group -> 110% exp
3 people and more attacking monster no matter if grouped or not -> <50% exp

So yeah, if I was settled down in a grind spot with a friend and suddenly a third person would come I would be pretty pissed off too. Especially when they pull off that *** argument "its not your place, if you don't like me here go somewhere else".

Somehow in ESO, grind spot etiquette is dead. I've experienced it many times, even after I explained thoroughly to someone why his presence in grind spot is making everyone around lose experience they would stay there deliberately which would turn into borderline harassment.
Its an universal, long standing rule, both in real life and in gaming "first come first served". There are practical reasons behind why to follow it, yet it's so hard for some to understand, or maybe it's just that some ESO players are too just entitled to have everything the way they want so much they will ignore any historical/unspoken/traditonal rules.
Just pile up in single grind spot and harass a group who was there first, mocking them "you don't own place", "go somewhere else", "this is public place" while they continue to get 50% of base experience...

For grinding loot, yes, the more the merrier, zerg all you want.
But for exp grinding -> two people is the only and only narrow optimum. Add one more (even if not grouped) and everybody is at loss. Heck even 1 person sometimes is enough to cover a place and more would case overkill and respawn downtime.

There are very few "special" places that really stand out in exp/hour (and are public), but beside that, since One Tamriel, all over-world grind locations are pretty much same. When someone comes second to already taken place (a duo group grinding there), it's generally their own fault for being too lazy to simply go to other place - much easier to stay in place, waste everybody's time reducing exp and then make a screen shoot and post on forums.

And for the record, yes, the way in which person in OP's screenshoot responded was uncalled for (but still we do not know whole story, we are seeing only a fragment of conversation). There might or might not be part where person in OP's screenshoot explained situation and mechanics behind gaining experience but nevertheless, insults are not the way to go.

I think if you're in a group you all get loot. I wasn't in a group. I sometimes come across lower level players having a hard time. Mostly when they have aggroed a bunch of mobs. I step in and help them. I was never part of the group. Just to clarify though, I never claim an area. I just try to help those who need it.

I have come across people like this in other games. I usually follow them around and take the last shot and loot until they get the idea that they can't claim a spot. I know it's a crappy thing to do, but sometimes talking just doesn't work.

Is this the same thing you tell people inside a full elevator when they ask you to leave as you were last to enter it and you triggered "too much people inside elevator" and prevented everybody from going up? "Im not leaving this is public elevator, you dont own it, if you wont want me here you leave yourself, you can all take stairs but I'm staying in elevator even if I was last to enter it".

Why should grouping up in a duo be so much better than in a trio? May be, the 110% are meant for "Mara"-duos only?

They never told it anywhere. That is the point of "before making any claim you need to educate others". This hidden experience modifiers are just one of many things that is not explained in game in any way and players have to figure out.

The 10% extra experience is a hidden bonus for being in group (Mara ring is completely different thing) i understand is as a "socialising" perk/cooperation bonus.
The exp reduction when three people attack monster (no matter if they are in group or not, the penalty is there even if there are three groupless people) after that are probably anti-zerg measurements (they are just for kill exp, that's why dolmen zerging does not suffer from it since the exp you get for "completing dolmen" is from different category).
