When does the Morrowind Base Patch hit?

With the recent announcement of Early Access on the 22nd, does that mean the entirety of the game gets the base patch then or does the base patch come when Morrowind is officially launched?
Note: Please do not turn this into a discussion of whether or not the patch is good or bad or whether or not early access is good or bad I just am curious as to the answer to this question and could not find the answer elsewhere. There are plenty of threads to discuss whether or not these things are good or bad I just ask that you guys please do not choose this thread as well for that. I just want to know the answer to the question.
