In summary, yet another change wont have the intended effect.

It takes about 5 seconds to realize why and I therefore conclude that whoever developed this change isn't that steeped in the game.
    Rest in Peace:
    The Dragonknight
    2014-2025

This commemoration is for the class that has constantly been plundered and dismantled by designers for no obvious reason while other classes continue to have coherent skill lines and feel both powerful and cool.

Well, I did a bit of testing and couldn't figure out any way to trigger it while shielded, despite coming up with a number of ways to take damage behind those shields - it just did not trigger with shields up.

Ofc it will trigger with shields down - which you can then put up to benefit from major protection - but that reduces the overall proc-chance massively as shields are gonna be up most of the time on any sorc being attacked. I don't see a problem with that (and was probably part of the intended effect)

Unless you see another way for this change to not work?
    Minalan owes me a beer.

I actually think it was a pretty clever way to make it work. Most Sorcs have shields up 90% of the time. The fact that this will not proc in that90% time zone is a huge nerf for Sorcs who wear this.

Even if you are a Sorc that let's your shield drop 50% of the time, that is still a 50% proc nerf compared to the 100% of the time it could proc before with ot without a shield. In which case a buff from 5% to 8% ain't much a of a buff in this case anyway.

Only a noob sorc have shields up the 90% of the time to be honest with you.

Yeah pro sorcs have it up 100% of the time!!

LA magica sorcs will have a hard time in Morrowind.

Good luck keeping your shields up!

This game will have just one play style!:

    1 Wear heavy armor.
    2. Out-heal the incoming damage - save your resources (do heavy attacks here and there)
    3. Build your weapon damage passively
    4. When your weapon damage is maxed out (4000-ish) burst down the opponent with an ultimate combo.
    5. Repeat

That will be the only viable pvp play style. GG ZOS
