Generally sets in ESO has two problems, crafted sets has no jewelry on the other side its very hard to get weapons for dropped sets. for magic users its 5+5+1 where 1 is either weapon or an monster piece, or 5+4+2 with monster set.
Grinding just make you go in circles.
Asking ZoS for nerfs is as stupid as asking for close air support from the death star.1 -

How? There aren't any crafted sets that really stand up to drop sets (maybe hundings/julianos, but that's just one set, so no need for jewelry anyway). Personally I don't really care weather or not they add jewelry crafting, but the argument against it definitely isn't that it will be OP.1 -
