Favorite daily quest critically broken and unfinishable. Guar Gone!

In Rivenspire, in the city of Northpoint, lives a wonderful, friendly Argonian lady named Short-Tail. Her guar Puddles is missing! You grab a fish, find the guar, and lead it back to Short-Tail. Only.... Short-Tail is missing now!! She appears to be stuck in the ground, or in a building, or SOMEwhere, but in general is just not at the location where you're supposed to turn in the quest. This is most unfortunate, especially as the anniversary event is going on right now. Won't you find this poor Argonian lady so I can give her back her guar?

As you can see she should be in the exterior of the building, by the well, same as where you get the quest from her if my memory serves. (Screenshot from net, not from me successfully completing the quest)

    I did it last week and it seemed to be OK. Have you tried traveling away and back into Northpoint? When you leave the "cell" the NPCs are usually reset. Sometimes even the PC can spawn stuck in the ground. It happens quite a lot to my junior characters which spend their days at the local bank.

    I've done the quest successfully within the last week or so, with no issues. However, I was not aware that it was supposed to be a repeatable quest, because it's the first time I ever did it, and on the uesp.net site for the quest, it's simply listed as a side quest, and no reference to it being repeatable. So when I did the quest I was surprised, that Short-Tail did have the blue quest pointer, indicating a repeatable or daily quest. Also, when I took the quest, it was clearly marked in my quest journal as Repeatable.

    So I noted this on UESP's talk page for the quest rather than change the quest page itself, and someone responded, questioning if it was really repeatable, and that that person couldn't repeat it. They asked if I was able to repeat it, and I hadn't yet tried but was going by what the game itself was telling me.

    I then used the same character that I used last week, and I tried to repeat it, and Short-Tail is not where she was last week, to give the quest. I then switched to another character that hadn't yet done the quest, and there she was, in the same spot in NE Northpoint, right by the well, with a blue repeatable quest pointer, and when I took the quest, it was again marked in my journal as Repeatable.

    So, ZOS, did you change your mind, and undo the repeatable aspect of the quest and forget to change the marker and the journal listing, or is it supposed to be repeatable, and that aspect is currently broken?

    I would also really appreciate some information about this quest. I have only done it once, but usually a repeatable counts for your total quest count the first time you do it, regardless. So after I did it, no addition to my quest count. Now I've been running ALL over Rivenspire looking for 1, ONE more quest to get to the 52 and cannot find another quest anywhere!

    If this repeatable had counted, I would now be a Tamriel Expert Adventurer! That is how important this ONE quest is to me! How can I get my achievement if we can't get credit for this quest?? I have been everywhere - I got the two from books dropping from overworld "bosses" -- every delve, all over the cities, all over everywhere! and this quest did NOT count -- this was the first time I had done it for ANY of my characters!

    Please help! This is very upsetting.

    I usually don't help necromancers, but I figure it'll be ok this once!

    Head to Westmark Moor Domen. There is an obscure and easily missed quest in the surrounding graveyard. Necromancers like graveyards so I think this will be perfect! Look for the NPC Nedras the Sly.
