Deshaan isn't the capital its Mournhold everything is stacked up neatly together; get your daily writs, check the vendors and a short trip to the undaunted enclave. Second place Elden Root for estetics but the wayshrine is on a different level than crafting and no easy way to go from crafting to undaunted and the guild traders are a little spread.

Wayrest is pretty convenient for picking up the pledges but the guild traders aren't convenient.

I guess it really depends on what is important

As far as a "city" goes, Wayrest gets my "best" because it looks like a ... city.

Elden Root is a giant tree designed by drunk wood elves. Who puts crafting stations on the second floor? Sadly, there's no window to jump out of when you're done.

I honestly don't recall what Mournhold (uh... Deshaan?) looks like. I haven't been there since the VR days.

I've learned from experience the only time to visit capital cities is to do quests as quickly as possible, then stay away from them.

Wayrest... all the daily repeatable quest givers are on straight linear path... saves a lot of time for me.... Also my house is at the end of the path so I can just port into Wayrest without a fee...

Gonna have to say Mournhold. A bunch of guild traders and all crafting stations are a mud ball's throw away from the wayshrine. Can't beat that convenience.
