Grathwood is the best but I spent my whole ESO career at Wayrest so.

Deshaan is not a capital city, however Mournhold is and always will be my favorite for what should be obvious reasons to any true TES fan.

Now objectively Elden Root is the most convenient for certain things like shrine access, which is what I typically use it for.. as a city it's rather terribad.

Wayrest is the best for quick pledge access, but that's about it in terms of convenience, that city is not convenient at all with everything being far away. HOWEVER it is the most city-like city, and for its architecture and layout I do prefer Wayrest. Mournhold however has that sentimental value which makes it the top choice for me personally.

Wayrest is just so good looking. Elden Root is inconvenient to navigate, Mournhold bank has the worst building planning I've experienced in game so I never even go there.

I like Elden Root most of all, it's organised very nicely: it makes it easy to give new players directions to crafting stations, banker, respec shrines, stables, vendors, and guild halls.

Depends what you're looking for in the "best" capital city. I'm assuming you mean best all-round, including the best look and feel.

Wayrest looks great. It remains consistent to the Breton theme, both it terms of striking architecture and city layout, and it is by far my favourite style, so it's my pick.

Mournhold is pretty good, and I like the layout around the wayshrine. Aside from that, however, I think it's a bit muddled. Grahtwood is horrific - but I say that more because I can't stand the wood elf style or the zone.

In terms of convenience, I don't think any of them score especially highly, but I guess it depends what you mean by "convenient". For most people, that means wayshrine, trade stations, craft stations, and a bank, all in close proximity. Few cities pull that off.

I prefer Orsimar, Anvil and Abah's Landing.

Because those cities are real ESO cities. They are so different, it feels as if someone at Bethesda was sent to ZOS to tell them how to do proper ESO city layout and feeling.

Definition of the best capital city in mmo:
Everything is close so you don't have to run like headless chicken between bank, merchant & crafting stations. None of this is "close" in every eso capital city....

    Mournhold. Easy access to everything.
    PC - EU

{Nemesis the Magnificent} - Wannabe Magician with a nack for accidentally killing everything around him - Aldmeri Dominion High Elf Mastercrafter.
{Knightmare the Wild} - Fiendish Templar Lady with a must kill attitude - Dunmer by birth - EP by choice.
{Thinks-he-is-Funny} - Tough EP Argonian Dragon Knight. Drinks his ale in Belkarth - Secretly in love with his battlesister Knightmare the Wild. Battlegrounds King.
{Son-of-a-Witch} - Confused Nightblade who took up the dark arts of black magic. Literally sits in Mournhold all day doing nothing. Dreams of returning to Dragonstar Arena.
{Eilalenya Alkinaerith} - Strikingly beautiful High Elf of the Aldmeri Dominion - Seducer of men and elves - Learning the Healer ropes. Heals for fun.
{Blue Bear-y Pie} - Think-outside-the-box Mastercrafter Warden - Enjoys long walks on the beach - Protector of Tamriel's fauna and wildlife - Breton lady.
{Neopatra} - Grumpy old Veteran - Wreaks havoc in Cyrodill - loves her grandchildren - Redguard Brute. In case of bad mood she turns into a werewolf.
{Sneaky little Maraya} - Gorgeous Redguard Bombshell - Evil stamsorc who loves to clear dungeons of monsters.
{Seven of Nirn} - No-nonsense brutal lady-Orc. Always rambling on about the Covenant. Get with it or get out kinda StamSorcOrc.
{Reeks-of-Incompetence} - Hangs in the balance DK. Studied to become a dentist. Alcohol made her do nothing all day. Argonian Historian.
{Doctor Whoops} - Self conscious Sorc . Father to 18 children. None of which are anywhere in sight. Proves shield nerfs wrong. Currently doing vDSA.
{Daisy Deathbringer} - Foul necromancer that likes to hang at funerals and graveyards. Mostly plays with the dead, does not deal much death.
{Major Defiler} - Lovely necromancer who likes to study life. Puts the word romance in necromance.
{Cindiana Jones} - Defected Templar. Very deadly in Battlegrounds. Likes to wander around Cyrodill.
{Sideskirt Bob} - Nightblade who got his nickname when a lady Nord mentioned his waistline.

Elden Root is a giant tree. How can you compete with that?

Also all the crafting stations are very cloose to eachother and to the bank so I don't have to travel across the entire city multiple times just to do some simple tasks, and the AP and CP shrines are right next too the wayshrine.

I'm DC, so I hang out in Stormhaven mostly.
But I like Deshan where everything except bank is there.
I like elder root for the tree environment, very creative and fantasy like.
Stormhaven imo is the ugliest, stones grey everywhere, just boring.

I really don't like Elden Root because everything is so far away. Mournhold has traders and crafting stations damn close. Bank and undaunted a little further away from shrine but I'm ok with that.

Honestly, at the end of the day the best city is the one with the best guild traders. Mournhold has the best stock due to the most consistent guild traders there, at least on Xbox. However, I have found the best deals at Wayrest. Personally, I say Mournhold is best because I rarely buy expensive things anymore, but for buying gear at good prices Wayrest is solid.

In terms of convenience, I don't think any of them score especially highly, but I guess it depends what you mean by "convenient". For most people, that means wayshrine, trade stations, craft stations, and a bank, all in close proximity. Few cities pull that off.

Shornhelm in Rivenspire comes the closest, although not a capital city.....that's where I port when I'm in a hurry.

I agree on Abah's Landing - this is by far my favorite city in the game - crafting stations conveniently near the thief's den or on the opposite side of the bank, several easily accessible thief troves inside the city walls and I like the overall feel of it a lot. I like Wayrest as well for the looks of it, but I avoid it to the most part due to annoying crowds around it's wayshrine.

Well, I forgot Anvil on the gold coast - that is a beautiful city as well with conveniently many thief troves available.

Shornhelm does seem to be where all the crafting stations are closest together (at least in the Daggerfall Covenant).

elden root is by far the most convenient capital city for crafting and banking. One big circle. Its also not so bad for grabbing the guild dailies. except for cooking i cant for the life of me find a cooking place in the tree
