Why are so many dungeon and trial sets missing from the coffers?

I just made a toon here on the PTS, a Magicka DK because I wanted to just burn stuff, and was rather disappointed when I saw that the sets I had intended on using were not in the coffers that come with template characters.

So my question is, why are there only a few select dropped sets in the 'Dungeon Sets' and 'Trial Sets' coffers? Such as Infallible Aether from Aetherian Archive and all the sets from City of Ash. Actually, now that I look at it, the Dungeon coffer has at least 1 set from each of the dungeons except for City of Ash

Was this looked over by accident, or was this on purpose? If the latter, why? It's extremely misleading to have a coffer that says 'Dungeon Sets' when it only has maybe half of the total number that drops from dungeons, and is completely missing all of them from one dungeon only. I can understand it not having DLC sets, but just a plain dungeon like City of Ash? I don't understand it.

the only sets available are sets that were new in 1tam none of the older buffed sets are included

Devs too lazy to give us propper testing environment

Agree. We need all dungeon and trial sets for testing properly. Do you expect farming in PTS from us? i don't think so.

also dont give us precise freaking weapons and shields there useless give us stuff we can actually test with

It could easily be solved by creating a PTS merchant that just sells all the item sets for 1g

still amazes me they haven't simply created the eso version of qasmoke as a player instanced cell, there'd be no need for all the coffers and players would be able to test much better with template or copied character.

I'm pulling 40k DPS on the stamblade with precise weapons.... You can still test things.

Good suggestion. They worked great in EQ Betas. And, you dont have tons of gear you wont use in the test filling your inventory.

The Templats have always been a poor design. They at least started manning templats with the currrenf max CP but the gear distribution design is still weak.

Zos should have vendors with the gear and we just go up and pick what we want to use. Simple, thorough and gets the job done well. The vendors could be setup just outside of the main three alliance cities of existing vendors in the same future could be used since we aren't going to be buying anything from them.

Unless you plan on using only Precise weapons on live when Morrowind releases, it's a pretty poor test.

If they would just give all gear on PTS it would eliminate the need to have toon copies. Surely adding everything to pts would be the simpler and more efficient option in the long run.

Instead of copying entire servers multiple times in a pts cycle they could just make everything available to everyone. This would also allow people who only have a pc version for pts to be able to test everything.
