Vet however is a bit steep, if you don't have decent dps, getting through some dungeons are impossible or takes forever

Normal dungeons are face roll easy when you've got the knowledge, stats, etc. but fresh faced n00bs don't have that.
Problem is, right now you've got fresh faced n00bs often getting completely carried by 600 CP speed runners which gives them a false sense of difficulty. Worse, it can give the impression that certain classes/skills/etc. are useless or your somehow "doing it wrong". I know I got that feeling more than once as a n00b tank chasing after vet 16 wonder duos who didn't even need me to be there.
Then a lot of these n00bs go on into other dungeons and get paired with a bunch of other n00bs and rage quit when they get wiped in an "EZ" dungeon.
I think normals are fine. I think pairing level 12 greenhorns with 600 CP hypercarries isn't.
