Magicka Dunmer DK naturally assembles into "pyromancer" theme, whether in heavy or light armor. Unless you're pursuing tops of dps charts, you can't go wrong with Seducer set - easy to craft and gives lots of sustain for your buck. Add some found/bought overland set and for non veteran content you should be good to go.
Magicka tank? Sword and board on one bar, destruction staff on another. Heavy crafted Seducers, Wyrd Tree Blessing if you need even more magicka recovery. Use stamina based skills more carefully - don't poke mobs to death with Pierce Armor, just poke them once for taunt and debuffs, switch to staff, burn them. If you see heavy attack brewing, switch to sword and board to block it.

Full magicka DK will be very effective as tank. My main character is stamina DK but most of his tanking skills, except pierce armor and heroic slash, are magicka. My gear gives me enough health to tank even veteran trials, so I only invest in magicka and magicka recovery. Provided you use prismatic enchantments on your gear, or at least mix some stamina ones, your stamina pool will be around 14.5-15K on a Dark Elf full magicka character. Which is sufficient for a tank, if you know how to manage it. Or you can use a maximum magicka + maximum health food as DD and a maximum stamina + maximum health food for tanking. That will push your stamina pool up to 20K. If you receive some health bonuses from your gear your health will be 28-30K. I'd say this is a viable build for any of the veteran trials.
I've tanked vRoM HM and vCoS HM with a full magicka build sorcerer in heavy Willow's Path and Amerplasm, with lightning staff backbar, not for the damage, but for the major vulnerability debuff and power surge self heals. Tanking it with a similarly built DK would have been much easier ex. interrupting the stone shapers with crystal frags is much clunkier than chaining.
