Because the entire point of being a vampire is having extra skills and bonus, which ZOS has decided only comes from increasing levels of vampirism. So if one was going to feed regularly, then it would defeat the entire purpose of being a vampire, so if feeding is your response to hiding vampirism, then you might as well not even be one.
Two of my characters are vampires, and while I do agree it makes them fugly, I also believe that if one CHOOSES to become a vampire, then one must also accept everything that it means... including the ugliness factor the higher your vampirism level reaches.

If you want to look pretty don't become ugly vampire. Become handsome werewolf like me.
I like @Giles.floydub17_ESO points though. Ultimate could be vampire lord form from Skyrim: Dawnguard.
Of course I'm aggressive, rp and visuals are one of my main factors for playing this game and being forced to min max as a vamp ruins the visual factor in gameplay

Well... If we compare Vamp & WW - Vamp gets constant, always working passives... WW passives only work during transformation time.
As far as PvE goes - it is purely cosmetic (maybe ZOS will introduce some special "disguises" or "alternative look" for WW & Vamps, whatever obtainable via quests or Crown store).
For PvP ? duels - it is important to know that you are fighting against a vampire. In Cyro PvP we already have problems with people using disguises so you are never sure if you are fighting against 0-dmg "brick" unkillable tank or an actual DPS. People just run frost staff + full heavy impen and wear a disguise to trick people that the are squishy mages...
There is now way to know that...
