Why don't I qualify for the Morrowind digital edition?

I bought Tamriel edition on Steam in December last year. I didn't play much until the last 2 weeks. I like the game enough to buy the new upgrade when it is released. When I went to buy the MW digital edition the ESO store had a button that said I didn't qualify for it.
I was curious why I didn't?

Right now I am not a subscriber and won't be until the release. Could that be a factor?

    Might be some weirdness with how steam linking works. Morrowind is in the Steam store as an upgrade, though. So that option's open to you.

    I was just looking there and it looks like I could buy it in the store. I wasn't sure I wanted to stay linked to the store for this purchase.

    You might want to contact customer service, see if they can figure out what's going on.

    You bought the game thru Steam, you have to get the expansion thru Steam also. As your account is thru Steam. I bought my game thru the ESO store so I am able to buy the expansion thru the ESO store.

    Make sure you are selecting the 'upgrade' not the actual game. This is usually why it says you do not qualify. You have the base game already so you just need the digital upgrade
