I would have to agree with the NewBlackSmurf. I understand MS policy to be the same as you. Any of the accounts my family created on my XBox One (that are not paying for live BTW, just mine, the "home" account) have access to all my games that require a unique profile:
* GTA 5
* Battlefield 4
* COD Ghosts
* Dragon Age: Inq
* There are more, I'm just at work, and no coffee yet so...
These all require accounts to be created at the developers sites for the root ( or "home" ) account and all 4 sub accounts that share my XBL access them independently with no issues. I will see what happens when I try to login to Neverwinter on my wifes sub account, that was created on my XBox, and shares my XBox Live. If it works, I will add it to the list.

According to ESO's ToS, only one person can use one ESO account; you aren't allowed to let your spouse use your account, ever, under no circumstances. You're breaking the rules even if you let them log in and try the game with your characters, let alone play regularly.
To allow you to share ESO with other Xbox profiles would condone sharing accounts in general and this simply isn't going to happen. They can't control who logs into your personal account - you, your wife, your brother - but if you used separate Xbox accounts, it would bo obvious that more than one person is playing. And that is not allowed.

I think that question is understood and has been answered to the best of everyone's ability here. There are many games that don't allow people on other accounts to access my save. Those other accounts can play my game, on my console, but they can't play from a save that I've created under my profile.
The concept appears to be exactly the same here, you need to be logged into my profile to play with my ESO account.
So long as you and say a spouse have a valid ESO account for the console, then you can switch off on the same Xbox, the catch is getting a valid ESO account for the console, at either the $20 or $60 fee.

Because you did not purchase ESO Gold for account 2 on either platform...I know I am necroing this thread but I have had this problem since December of 2016. I spent weeks going back and forth with ESO support. They finally sent me to xbox support where I spent hours on the phone. XB support finally told me I need to talk to ESO support. I purchased ESO Imperial Edition on day 1 for account 1 on the PC
I purchased ESO Gold Edition for account 1 on the PC
I purchased ESOTU for account 2 on the PC
I purchased ESOTU (digital) for account 1 on XB1
I purchased ESO Gold (digital) for account 1 on XB1
ESOTU is accessible and playable on account 2 on XB1
ESO Gold is NOT accessible on account 2 on XB1
If your wife has her own account, sure.
One person per account is the rule, and it's been that way forever.
If she wants to play bad enough, use your profile and your account. Though I'm pretty sure there's legal precedence here on this.
It's to curb cheating and protect from account theft. What I'm reading though is akin to my bf wanting to play his account on my PC. If your wife has her own account, this isn't a problem. If she's playing with your login credentials, then there's a problem.
