What means "based on your character level"?

* Battle Roar: This passive ability now restores an equal amount of Health, Magicka, and Stamina when you use an Ultimate ability, and the amounts are now based on your character level instead of your Max Resource(s).

Developer Comments:
This will be a buff for each particular resource if your maximum is below 26,000, and a reduction if it is above. This will generally result in a buff to overall resources restored, but a reduction to the specific resource you are stacking.

* Spear Shards: The synergy from this ability and its morphs now restore Stamina or Magicka, whichever percentage is lower. The amount restored is now based on your character level instead of your Max Resource. The synergy also has a shared cooldown with the Necrotic Orb synergy.

In my opinion this is a mistake. It will make everything more confusing, even for balancing. What does mean that a skill will scale with the character level? is this refering to CP lvls? from 1 to 160 CP? 1 to 50 normal levels?

Really... why you can not first design and stablish the standards and then balance the numbers?

What zos is saying here is that if you stack till maximum 26k magicka, this skill will restore more resources as if it would do it scaling by your maximum magicka. But if in theory you would have 40k magicka pool then this skill would look like a nerf, because it scales from your character lvl and it doesn't reach that high.

Just hear this and then think.... is not logical... is a way to fix something but cuting the freedom to players to build maximum magicka builds if they want to.... even if they regeneration and damage will be lower, it would make no sense, for anyone, base builds in more than 26k magicka, only because of 1 SKILL!!!! but they can sacrifice this skill because all others would scale with the maximum magicka...

Balance your numbers, your algorithms, matematics behind the game in your code. Clarify yourself your own concepts of magicka, stamina health and all stats that are in the game, know them like if they were your own child, build a very strong concept and then balance. You changes look like a desperate try, to balance something without have to touch to much deep in your code and in the things you have till now.

You could do something like that the skill scales till the 26k magicka in a very elevate scale and then have some dinimishing return from the 26k magicka to up.

It basically means, it will always restore the same amount of stam/magicka no matter your resource pool's size.

Still won't make hybrid builds viable because the DAMAGE of most abilities still scales off your max of that resource. This is only really about regen and resource management.

Yes but which character level they refer? maximum CP? from 1 to 160 as maximum? Not even this information is clear.

I think 160cp it is. But i still miss the fix values of this. This could be anything. And I wonder what they were thinking here, this doesn't go well with the One Tamriel Changes. All things are scaled now so and costs are equal on lvl 1 and c160, so why should it be a good idea to stomp down the lowbies? In Dungeon-PvE this will only result in people being kicked more often because they have lower values than others and cannot do anything about it.

It might also be coupled with ( and I might be a mile from the truth here ) battle leveling ( scaling ). That lower level characters have a small % bonus to this stat / damage / attribute.

The "this will be a buff if..." could be a hint to this. Technically, the max-level-value must become what that number gives, else it would not be a buff if under this amount of recources, right?

An nerf is obvious outside of an stamina build using orbs or shards who might be an idea now.
However the actual value is important.
Grinding just make you go in circles.
Asking ZoS for nerfs is as stupid as asking for close air support from the death star.

It means you'll get the same return amount as someone else your level, not more, not less.

So an equivalent 5% return on a max level character might be 2k if you're both CP160+

This, vs the 500 you would get on live for 10k worth of max stat and the 2.5k the other guy would get for 50k worth of max stat.

It evens it out. If you're both the same level, you both get the same benefit, and it doesn't change per gear slotted, like it does now.

Just because you don't like the way something is doesn't necessarily make it wrong...

Huh. How is "character level" confusing? We've used it all throughout the game - gear has a character level, provisioning recipes have a character level, etc. Lv1-50, then CP10-160. Character level.

It is a cap without calling it a cap.

My opinion they are tired of players dumping all their points into magicka or stamina, boosting that with champion points and burning through vet content like it was nothing. They tried giving the bosses more health and other boosts but really that didn't make the fights any tougher. Just made them last a bit longer. So caps.

well thats their own fault isnt it?

They chose to make abilities scale of stam and magicka as well as spell damage and weapon damage, they should of just had spell damage and weapon damage be what abilities scale off instead of maximum resource if thats what they dislike so much.

Again players of all kinds, new and old are being punished for their mistakes. So ridiculous.

Sure if they cut the idea that maximum resources gives you more damage people would still be stacking into WD and SD, this mess is of their own making if they dont want people stacking into one form of resource.

As I understand, there was once a softcap and even a hardcap for ressources/damage which were removed. I think if they had let it be, there would not be so much trouble in balancing nowadays. I wonder why they removed it. Were it hardcore-gamer crybabys who whined about not being able to become demigods?

Most of the time when someone makes a mistake they are praised for taking initiative and fixing it themselves. Some would argue the way things are now is not a mistake but the changes will be a mistake. Others think the announced changes will bring a balance to the game that should have been here all along. Either way the powers that be have said the game is not playing as they envisioned and are attempting an adjustment to get it back on course. The changes are big so it just stands to reason it would come with a major update.

I for one am very glad they made the Resourceful passive scale in this way instead of off the stat pool itself. Drinking trash potions mid-combat finally gives the proper benefits to the off-stat pool.

    lol nooo!

Lvl 50 is lvl 50 then you have to start wining CP, when you reach the 160+ CP, then every new char you create starts with the maximum CP you have.

ZOS says it scale of your char lvl and now the question is, it scales from 1 to 50? from 1 to 160? or from 1 to XXXCP?

Only questions are: is it a hard cap for those 50/160 or is it a soft cap?

We'll have to let the min/maxers tell us the real caps and limits, like we did with the old soft/hard caps.
