Some Cyrodill npcs are stuck in the floor/ground in certain areas, in one instance making a quest impossible to complete.

FluffyReachWitch✭✭✭✭✭Yep. I tried to finish The List last week. An NPC in Bruma is lying down apparently, because he's completely underneath the floor and can't be spoken to.
I'm not 100% sure on this, but it seems to happen if a battle takes place too close to an NPC. My friend was in a skirmish at Weynon Priory, and the priest standing outside the doors has been trapped in the steps from the waist down ever since.0 -
GrahlSoul ShrivenYes, I also filed a bug on this and have been waiting since March for a resolution. My quest still can't be completed (checked last night yet again) as the NPC is under the floorboards. I even tried the different campaign recommendations, but he was still under the floor in my guest campaign. Hopefully one day I can remove this quest from my log by completing it, not abandoning it.0
