You need absolute 0% PVP to get rapid maneuver, the assault skill line to have +30% run and mounted speed.
1. Get to level 10 on any char - this is without hyperbole 'easy peazy'
2. Goto cyrodil - bring up campaign window, pick any campaign as home or guest, select to enter
3. Soon as you enter, either right in front of you or very close by is the NPC offering 'Welcome to Cyrodil' quest. Do the 3 min tutorial fetch/learn steps or head straight for the 'I don't need to relearn this stuff and gimme reward' option and you are done. Bam - 2 free skill points plus enough AP to auto boost you to rank 2 of PVP and earn rapid maneuver unlock
That is it, 1-2-3, few minutes even if you do the tutorial quest - barely 30 seconds if you just accept then turn in quest with skip option.

For a grand total of +65% Movespeed on top of your mount speed. And assuming that sprint bonuses don't do anything for mount sprints.
