All that vet dungeons need is a, 'has completed dgn on normal-mode' flag, so players can be sure of mechs.
When I queue for my daily random with a level 20 character or COS or WGT pops I feel like I am being punished for having ESO+.
LIkewise if I get one of those four as my daily Vet I just quit the group.

This, some smartness, the issue with the dlc dungeons is that they have no level cap unlike the other harder normal so an lvl 10 has an good chance getting them. I think Group Finder probably needs an overhaul a little more complex than just removing vet content. It needs to build groups 'smartly', and weight a person's level and content completion. Way under the average level of completion for a dungeon? Make you less likely to get that one randomly until you've completed it once. Haven't completed this on normal? You will be ranked lower than others in Vet queue who have. It won't prevent them completely, and they can still specific queue, but simply make them less likely to randomly be dumped into content that is designed for late-end game.
This would mean much, much, much longer queues, but it would prevent a level 10 who just bought the gold edition from ending up in WGT, which might result in a botched run resulting in even more time wasted. If you start a new toon and need to get your 'training wheels' off you can specific queue or get a guildy to help you power through your completions, so it shouldn't be too restricting for better players with alts.
This would make me more likely to use random dungeons, to be honest. I bought Shadows of the Hist when it was on sale, because I want to farm those motifs SOME DAY, but my level 12 healer getting thrown into Cradle of Shadows was the scariest thing I've ever dealt with... for the 5 minutes until the tank realized I was 12 and left.
I would like to see them remove Dungeon Finder from the game in its entirety! I am sure that is not a popular view, but guilds and socialization would be much improved for its being gone. As it is, I never use it, and only group with guild and sister guild folks. Wishful thinking, I know.

@Lynx7386 So since some CP 160 are better than some of those complaining about this because they cannot be troubled to form a group on their own, we should exclude those players just because of this reason?

Yes do not allow random Veteran groups in the finder.
I just finished trying to get a monster helmet and it was one of the worst gaming experiences I have had.
The majority of players that queue up random veterans do not have the skill level, character build, or the champion points to do veteran dungeons. I had to go through multiple failed groups that could not complete the dungeon.
One group we got all the way to the last boss and then for some reason could not do it. Complete waste of time and a thousand gold repair bill. Most of the time groups fail due to lack of dps.
The chance of failure is just too high so I will never queue random veterans again.
Veteran dungeons should be like trials where you have to form a group.

It's a matter of gear. Below 160, you are not using endgame gear yet, and veteran dungeons are ENDGAME content. You don't get to just skip past everything else with your subpar bow wizard build.
It takes very little time to get to 160, even for a new player as they get half a million bonus xp upon reaching champion rank (Level 50). If a player cannot be bothered to at least be at the gear cap before attempting endgame content, other players should not be expected to pick up the slack.
