God of scheme(Last Main Quest/Fight) Question

This is gonna sound like a big noob question
Well ive been playing eso for while now but i noticed that im missing one last achievement on all my chars then i found out its very last boss fight quest and you also unlock coldharbour black dye the thing is tho i ran around coldharbour i did like all the quests i can find and i still didnt come across this quest how do i get this quest to finally beat the last boss ? Lol
Weird thing is i am doing something wrong because i ran around theres litterly no more quest there but i havent done the last fight..

Do you know what the last couple quests you completed were? You've done the "main story" (prophet) as far as you're concerned? (or at least no new ones showing up)

Find the Prophet in the harborage.

Do you have "main quest" tab in your journal at all? If you do, do whatever it wants you to do. If you don't, well...do you have all of Coldharbour done? Specifically the very top of it? This is where the main questline eventually sends you in order to stop Planemeld before you get to confront Molag Bal. If it's done, you need to find Prophet in the Harborage and he should send you onto the final journey

If you have finished the quest series that takes you to the Endless Stair in the north of Colharbour, you can go back to the Harborage and talk to the prophet. He will give you any quests you are missing before he gives you God of Schemes.

Thing is i have no active quests in coldharbour i ran around the whole map cant find anymore qurst and when i go to harborage he wont give me the last quest when i go to achievement the god of scheme is not finished the rest of mainstory is exept that one it also unlocks a dye it says ;( not sure how i get this quest now maybe its bugged hope not
