So ice staves seem to be dead in the water in this game, why dont they make the illambris set proc ice aswel and then maybe people would use it?

If you really want a third effect use illambris and winterborn and spam destructive clench. Just don't dps with frost because you're more likely to break aggro than contribute to a group.

The monster helms are a reflection of the abilities and mechanics of the bosses that they are derived from. The twins rain fire and lightning down on players, so that's what the set does.

Adding an ice effect would make no sense.
