Lich is or is not getting a nerf? Confused

So I've been hearing lately from different people that the lich set is getting nerfed significantly in the Morrowind update. I was just wondering where these people were getting their information, as the pts patch notes says nothing of a nerf to lich. Can someone please explain? Thanks

I have a precise one but @Alcast posted a build using a defending one so.... I have to admit the bone pirate gang spreads these rumors about nerfs with such enthousiasm that i rather drink a cold beer in the sun the coming weeks than run dungeons trying to get the defending staff.

The patch notes aren't under a(n) NDA. Anybody can freely access this information and see the facts for themselves.

They didn't post any changes in the patch notes.
Anything not listed is covered by the NDA including base game.

trinimacNcheese✭✭✭So are you guys saying that, although the lich set is not dicussed in the patch notes, that they nerfed the set in pts? (That would suck). Also, I just got a glimpse at some of the new sets, and honestly they are pretty niche and the magicka ones I saw so far are underwhelming. I am just trying to get a yes/no answer so I know if I should farm the set or not.0
