    No you can view them
    It's on an NDA so people cant get a free chapter from questing etc on the pts pretty much, i seen this move coming for this huge content since its separate from your ESO+ sub

    In b4 they screw up and don't have Morrowind closed off properly and you can get there by "Travel to Friend" or something simple like that.

    So, when maintenance is completed, anyone who has not gotten an invite can still download and play Update 14 on the PTS (other than Morrowind content), right?

    Correct @TheRimOfTheSky and normal open pts forums will be used.

    Morrowind (and any Morrowind content such as Warden, battlegrounds and the new trial) will be for invite-only folks and they will use a closed forum for feedback.

    Yes. Although in theory you'll also have to agree to the NDA, feedback for the base game can still go in the PTS forum.
