Tactician Passive - bug or intended that Major Evasion proc's off balance?

Tactician passive reads: Sets enemies off balance when you successfully use Roll Dodge to avoid their attack. If you are wearing hisbark or use elude (major evasion) Tactician will still proc setting enemies off balance. Is this intended and just a poorly written tool tip or a bug? @ZOS_JessicaFolsom , @ZOS_GinaBruno

    I think it should stay the way it is. You're basically spending 120 CPs just for that passive. Outside of a few very niche setups I can't see many people putting more than a few points in that tree.

    The tooltips have always been unreliable. We usually rely on the community to inform us via social learning but there is a problem...

    Things generally don't get nerfed until a critical mass of people understand how they work, start using it and the meta shifts.

    Therefore, if someone is in the know or aware of a powerful skill or passive that doesn't work as the tooltip says it does, they have a vested interest in not sharing this information, because it inevitably leads to meta-humping and nerfs.

    This fosters an knowledge based class system in the game that is reinforced by ZOS's habit of nerfing popular meta trends.
