Actually in this point in the timeline, Elsweyr's two kingdoms are united in a Confederacy under the Mane, so really going into the more central Khajiiti lands won't be so Dominion centric as I'm sure the Khajiit culture and national identity would be more prevalent.
Could be a Dominion banner or two around.
I much preferred the story and landscape of the great forests of the Valenwood to anything else in game, but i'd really love for a Khajiit expansion. Not sure what Elsweyr's terrain looks like, but hopefully not as desolate as Reaper's March

I voted Summerset but it was a close call between that and Murkmire.
Summerset would be a bigger challenge for them artistically but if they got it right could be immensely popular, with the capital being described in lore books as stunningly beautiful. That location would also let them do things with the Psijic order, which would be a nice tie in with the incredibly popular Skyrim.
Murkmire I'd like to see just because I'm curious about the Argonians. I'd love to see more of them but I don't think I'm in the majority there.
