Perhaps the GM concerned was a stickler for spelling, and "Warehouse" would have been fine!
The problem with all these apparent contradictions in application of the rules is that the only unacceptable names that get changed are the ones that get reported. Plenty of others survive because the GMs never get to know of them.

It is true that if no one reports a name, it is not likely to be flagged. Once it passes the initial keyword test at character generation.
When words are deliberately misspelled in a manner that suggests another word, it is usually intended to suggest that other word. "Wharehouse" might not have been "Whorehouse", but there is reason to believe that was the intent.
In the case of the OP, he just needs to pick another word for "Penetrator", like "Infiltrator". That is, unless the word is intended to be used in the manner that is causing the name change request.

Except that "penetration" is not used by ZOS as a character name. At least, not that I have ever seen. There are a things expressed in the game that we are not allowed to use as character names.
Good on ZOS for cracking down on dumb names.
I don't find it offensive, I find it stupid and lore-breaking. I'd report it too.
