What alliance are you? He's only in the Daggerfall bank if you're DC. I've also found that sometimes when the zone is high population it takes quite a while for him to load in.

Oh, and of course if you're not on PC he doesn't exist for you yet.

I'm a PS4 player. Everything I have read lead me to believe that the update was out for all platforms. When are they going to release the update for PS4?

No, consoles typically get updates a couple of weeks after PC (there's a certification process they have to go through for consoles, and rather than hold back the PC release to do a simultaneous release they do the PC release when it's ready and the console certification process is beginning).

I'm not 100% sure on this, but I believe consoles are getting Homestead next week.

PS4 and Xbox both get in on the 21st and yes console patches usually come out shortly after PC. If you are interested in trying out new features before they release, the PC version of the game has a public test server (PTS).
