Will gear be raised to CP180 with Morrowind?

    Except they'll implement a method to raise the levels of items.
    Says who? They haven't done anything like that before, AFAIK.
    They haven't done this in the whole three-year life of the game.

    Most likely, they won't implement this either.

    If ZOS WERE going to implement this type of existing-item-upgrade, it would have been very easy to implement it when they raised the cap from CP140 to CP160.

    But they didn't.

    Players were forced to rush out and farm all new Mats. Refine them and get rewarded with or buy new improvement Mats to get their gear to Gold, and had to go out and grind out all new Monster Set gear at the higher CP cap to replace their (now sub-par) CP140 gear.

    The anger among the player base over this was nothing short of legendary.

    But the best way to predict future behavior is to look at the past. IF ZOS raises the equipment CP cap again, expect to have to grind out new... everything.

    Just like we've had to do every time in the past.

    And remember that when they were successively raising the cap from VR10->12->14->16 people were wearing crafted gear exclusively. There were very few sets to be farmed and they were weaker than crafted gear of the same level. The DSA ones and some jewelry + weapon sets were introduced when the cap was already VR14. So when it was increased to VR16 with IC people indeed raged, farmed mats and crafted anew. But in One Tamriel they leveled all existing sets to CP160, and introduced a whole lot of them. Now 90% of the people wear at least a 5 piece dropped set. Many wear 100% dropped gear, and sometimes they ran the same content over and over again, dozens, if not hundreds of times to get the right traits. That leads to burnout. You would feel well that at least after those exhausting farming runs you have something that you can use. But if all goes down the drain one day many people will say: "you know what, xuth your stupid game, I'm outta here!".

    Other MMOs do indeed raise de gear cap, but on new sets, not on the existing ones. It's what ZoS tried in the first 2 years, by introducing "veteran" areas and Craglorn but people saw the sets they were getting were becoming obsolete, XP gained was trimmed off by overleveling and those zones became deserted. The VRs were an useless grind so they got rid of them first. They realized they had made a mistake, then saw the DLC areas, which have always been "battle leveled" were continuing to thrive. So they implemented that system all over the game and now most zones are alive again, with more people playing. I reckon they will not return to a vertical progression. They will implement new zones with new gear, quests, maybe skill lines, but raising the cap makes no sense because they want people to experience those right from the start, in order to attract new players once those are launched.

    The problem is not raising g the cap, the problem is how hard gear is to farm/get. Lots of players would complain. I'd be okay with them raising the cap if gear we're a bit easier to obtain.

    MMOs need progression. Sure, adding new gear too quickly is bad, since you leave the hard obtained gear obsolete. But after a while, new progression is needed.

    I wouldn't go that far. It's been raised before and we all adjusted. But I just wanted to make sure.

    It's been raised about 3 times already, I quit back when V10 was max but I heard there was V10-V12, V12-14, V14-16 patches.

    Progression does not necessarily means incrementing the number of "levels" you can earn. Progression can also mean:
    - acquiring new skill lines
    - developing new builds
    - getting new gear
    - moving to new content (harder content prefferably)
    - leveling another character
    etc.

    All of those you can have even if you completely get rid of levels. I fact I think the level-less progression is much more rewarding than the one heavily based on levels. Before they got rid of VRs in DB I couldn't be bothered to level my alts because gaining VRs was slow and frustrating. Before One Tamriel Cadwell's "Silver" and "Gold" were so deserted and underleveled that seeing mobs leveling slower than you were was boring AF.
