Was researching how to distripute some CP, and stumbled upon this: https://www.reddit.com/r/elderscrollsonline/comments/4b8ev4/champion_system_question_expert_defender/ , especially this part: "Further testing makes me think that the "Expert Defender" does not apply to monsters or it is completely broken." That was from year ago, has it been fixed or is that working as intended?
