Create a in game prison where cheaters, botters and other such are put and they must spend actively spend 5 years (the time is negotiable) in game time doing hard labor for their crimes before any of their characters can be let out. The timer would stop the moment they log out and their sentence would lengthen if they do not meet the quota for mined stone (to be used to support the war effort) and because their abilities and weapons would be restricted to just one pickax for mining other players not serving hard time could go in and make their lives harder.

Sadly the money men behind ZOS wouldn't won't want bans as they are all about the bottom line so I don't think we would ever see bans for ToS violations. Something gimmicky would serve as a minor discouragement.

Also, I'm pretty sure that cheaters will have an easier time finding a glitch and escaping that prison, rather than forcing an unban.
Besides, what do you think bots are doing all day? Put them in prison, let them mine 24/7 and they're out in no-time farming the real world again.
At best, a prison can be used as an extension of the ban: 1-3 days after your ban, you can log in, but the characters you log in with will either be in a prison or shown in the stockings. All you can do, is chat, and accept the tomatoes players can throw for aiming practice, or as a simple minigame.

@Dracindo The PVP is like shooting fish in a barrel. It is not between the prisoners. It is those who are not in prison going up to the walls of the prison and shooting at those in prison.
The people in the prison cannot attack or defend at all. They have no abilities other than to mine move and talk to NPC's

... Then how do prisoners ever progress to get free? I mean, I wouldn't mind spawncamping all day on those walls, one-shot no-scoping every single prisoner I see, and I'm pretty sure I'm not the only one. Even if it takes more than 1 shot, it's still fun to annoy cheaters like that, especially if rules say we can do so. People would turn it into a sport, prisoner hunting.
