Cheaters have the tendency to resurface even after bans, given how cheap you can buy the game now for, if you shop around.
Someone who didn't know what box the game code goes in.They will just make a new account and get at it. I've seen plenty of people who have random numbers and characters for account names mindlessly AoE-ing dungeons and I suspect many of those are in fact accounts creating specifically for botting. Who on earth will put something like "A56HJKPO78_3GHUUz_O36" as login (not actual name, just example)?

Personally I just want them banned and gone so we can move on and enjoy the game. This is what's expected of a AAA MMO and it's always been weird ZOS doesn't seem to do well with it.
Do you mean me acting like cheating is a RL crime or others? Again nothing but gimmicks, if they want a justice system for in game crimes, sure.
