Myself and two real life buddies play the game together, when we can, though we've put off actively finding a guild as we have been pretty busy with other real world responsibilites. However, we've decided that it's about time we found a good home after having been around so long. There's just one hitch. Between the three of us we have the following handicaps (though in many cases we all see them as blessings in one way or another):
1: One of us was injured while in the military and had to have a partial amputation of their dominant arm.
2: One of us was born deaf, and unable to hear at all.
3: Two of us are mute.
We've found that, in this game, guilds tend to be very VOIP heavy for PvP and PvE and won't even let you join a group if you can't/won't get in Discord, TeamSpeak, etc. The majority assume that if we don't get in VOIP we're not good players. In all honesty, this is pretty frustrating. We read just fine, and follow instructions pretty darn good. So we are wondering
Is it standard for your guild to REQUIRE everyone to be in VOIP to be a member?
If so, what about those who have a handicap - do you tell them they are unwelcome or just avoid inviting them?
If not, is your PvP-PvE guild recruiting and who do we contact? (PC-EU/NA - we are willing to reroll on EU for the right group!)
But we have a guy who does not have any headset, he can't hear us or talk to us yet he plays real good and in conjunction with us. If you play with a certain friendly guild for a short amount of time you will adapt to their tactics and learn to play with them successfully.

Just speak with any guilds before joining and see how they are with it, some might turn away some might work hard to accommodate.

You'll either want to keep looking or start a guild yourselves as it's pretty common to use voice chat if you plan on doing group encounters.
I've never run into a guild that requires VOIP just to be a member. VOIP in ESO is only really required for vet trials, and it helps to use it for the DLC dungeons too in most groups. That's only a small portion of ESO, though.
You'll find it very difficult to do something like vMoL without being able to hear the rest of the group or communicate with them. I take it you aren't looking for a progression guild, though, and are probably more in the market for a social guild? Last time I checked, social guilds don't require VOIP so long as you still socialize.
