I haven't heard of any confirmed drop within a delve, a quest cave/instance, or a public dungeon yet so as far as I know the question is still open.
The only question in this regard that has been answered is what constitutes a "monster" as defined in the patch notes of patch v2.6.9. As I said, as far as I know the question is still open. No one knows. The drop rate is so low (must be less than 1 in a million or there's a global server cap mechanic) that it's hard to tell unless you have seen one drop within a delve/public dungeon/quest sub-zone.So, is that a yes or a no to the actual question?The question has been asked many times on these forums. I know a guy on PS4 that said he got one from a dungeon in the non-DLC area. Off hand I cant remember which dungeon it was.
