Can aetheric cyphers drop in delves?

SkullTitan
Can the aetheric cyphers drop from creatures killed inside of delves (or public dungeons) as long as they're located inside of the maps that they specified the item dropped in? Or is it just the basic map no delves? If anyone knows I'd appreciate a response thank you and have a nice day/night

The question has been asked many times on these forums. There's even entire threads about it, for example:
    https://forums.elderscrollsonline.com/en/discussion/304131/aetheric-cipher-does-it-drop-in-delves-dungeons-public-dungeons-and-dolmens
    and
    https://forums.elderscrollsonline.com/en/discussion/303084/for-those-of-you-who-have-gotten-a-ambrosa-cipher

I haven't heard of any confirmed drop within a delve, a quest cave/instance, or a public dungeon yet so as far as I know the question is still open.

The only question in this regard that has been answered is what constitutes a "monster" as defined in the patch notes of patch v2.6.9. German Community Manager Kai Schober answered it in this thread: https://forums.elderscrollsonline.com/en/discussion/comment/3524420#Comment_3524420

Bad translation of this quote [by me]:
The term "monster" refers to all NPCs, no matter if human or not, which are hostile towards you. Regular denizens [of Tamriel] that you can steal from or attack via the Justice system do not belong to that group.

So, is that a yes or a no to the actual question?

As I said, as far as I know the question is still open. No one knows. The drop rate is so low (must be less than 1 in a million or there's a global server cap mechanic) that it's hard to tell unless you have seen one drop within a delve/public dungeon/quest sub-zone.

I have been farming since release on PS4 and now leaving it as I am not gonna get it anyway!

Rate is very low and RNG is not gonna help anyway!

Pretty sure its everywhere but Craglorn, doubt one dungeon would be different from the rest, from the looks of it cause they say Nirn replaced Dust + Recipe for rare item drops.
