To get that mound of loot you have to be a bad thief . That's right . You have to rack up a huge bounty and pay it off . That's not a note worth achievement .
There is another achievement where you have to get caught by a guard wearing stolen cloths . How in oblivion do guards remember who's pants are stolen ? This is a big gimmick for a ZoS GM to see me nehked I think .

✭The mountain of loot is from selling one million gold worth of items to a fence. Stolen items fenced.
The "felonious recompense" for 100 thousand gold spent on a bounty to one source, fence or guard not both, is the smaller pile of gold I think.4 -

Once they add you as allowed then you have access to their primary residence even while they are offline, unless they remove you from the allowed list.
