It changes in a bit more than ten minutes. I would assume it's the same time for everyone, so it probably doesn't change at all.
But it hasn't changed yet, atleast.

It stayed the same but the clocks changed. So it's an hour later that it was on Saturday.

This game is played across the world, and not every country observes Daylight Saving Time. Heck, there are certain states, or portions of states, in the United States that don't observe DST.

On top of that, if you knew your Elder Scrolls lore, you would know the great Argonian, Flies-Kite-In-Storm, who first postulated the idea of Daylight Saving Time, was not credited with this feat until sometime in the Fourth Era, between 4E 120 and 4E 123.

The resets have never changed with Daylight Savings in my experience.
Why be normal when you can be better?

    Lady Kalila, Stamina Templar DPS
    Stands-in-Danger, Nightblade Saptank

Well, 3% of both the U.S. and Canadian populations are not subject to daylight savings. For the North American server at least, it makes sense to let the server shift with the season.

Moilag Bal forced observance of daylight savings well before the time period of ESO. As with graveyards, it's not necessary, but annoying to everyone but the Prince.

I don't mind the writ renewal times, what I do mind is the server maintenance times, which do change in line with the daylight savings clock moves. I know it is necessary as humans are usually involved in server maintenance but that doesn;t mean I have to like it :p

For 5 months of the year I get to play until 10pm on maintenance nights but for 6 months the servers shut down at 8pm - way too early for us down under. Right now it is in the middle at 9pm, until we come out of daylight savings in a couple of weeks.

    Everyone's entitled to an opinion.

Seems like at least some of the ZOS programmers know what they are doing and they saved the reset time in UTC which would explain why it doesn't care about your local DST (or the lack thereof).

I live in a region that observes Daylight Savings Time and the reset times will be earlier or later depending of time of year. Eg. if it was at 10pm local time before and clocks move ahead, the reset time is 11pm.

I have a calendar on my blog that has things like writ and pledge reset times on it. You might find it useful.

There are different views of the calendar to show times for EU (London) and Australia (Sydney/Melbourne).
